Speechless (Almost)

Governor Paterson just announced a campaign finance reform proposal, press release here. From the release (and absent the actual bill draft) it sounds, well, pretty darn good in many areas: lowering limits, closing loopholes, eliminating unlimited transfers and increasing disclosure.
